Because Sandra early on threw her vote out to ensure Rupert was
eliminated, he wasn't around to contend with at F-2.

I can't think of any other reason that they made her a villian, though
she did throw out the fish Rupert caught saying it was to punish the
tribe for voting Rupert out. If she really wanted to give Rupert a
chance, why didn't she stick with him and tie the vote up?
