Nevertheless, it's been that way for a long time so it's not
something that Coach dreamed up. That rule is frequently mentioned in
interviews as a response to the standard "How is your relationship
today?" or "Have you apologized for [...]?" questions.

Whether or not the rule makes sense, it's been mentioned
multiple times over the years. It's not something that Coach came up
with. Do you dispute that?
At the same time, it's quite obvious that the rule is very
difficult to enforce. It's not surprising if the castaways break this
rule all the time, although there seems to be enough of a penalty threat
that they won't admit it.
The rule clearly didn't apply to the 10-year celebration they
had a few months ago. That happened after this season was taped so fans
were watching to see how the players interacted with each other (eg. if
Amanda and Parvati were still friends).
For all we know, maybe the purpose is to avoid spoilers (even
though they've failed) and the actual directive from the producers is:
"You are free to see each other before the reunion show but you can't do
it openly and you can't admit it to the press."
Before the All-Stars finale, I don't think it was general knowledge that
Rob and Amber had been dating each other after they came back. Maybe
Coach and Jerri really have been hooking up all this time.
Since I don't know what the rule is I can't dispute it. I know the goal is
to prevent leaks and one would think that the threat of legal action would
be enough to keep the players in line.
Clearly the rule isn't enforced. I'm sure that in the past we've had
reunions where players have said they've gotten together and patched things
up and I don't recall reading anything later saying that MB and CBS refused
to pay them their stipend.
