Who say's you're not succeeding? Maybe your citizens exercise more
restraint before becoming preggers! It's not like the planet is suffering
a shortage of children.

The planet definitely isn't suffering a shortage of children but Canada is a
different story. Our birthrate is apparently too low to keep the population
from dropping without sizeable immigration.
