The problem is they don't take complete responsibility and never
will. If they get injured they will get treated for their injuries.
If they can't pay then the hospital will eat that cost and spread it
to everyone else. So, in the end, the cyclist takes responsibility
for any injuries that happened only if they can afford that
responsibility.

Just like motorists.

Way more people die or receive head injuries in motor vehicles (i.e.
cars and trucks) then on cycles. Way more people receive head injuries
falling in their bathtub than cycling. Yet only cyclists are required to
wear helmets?

If you are going to try and bring up a new point at least think it
through. Proportionally there are more cyclists that get hurt riding
given the number on the road than there are hurt driving compared to
the number of people that drive. Same goes for people falling
(especially if you take out those people that get hurt due to someone
not watching them like parents or caretakers) in the bathtub.
