add in the proviso that cyclists who ride without a helmet are
forced to take COMPLETE responsibility for the consequences of
their decision exactly the way motorists who drive without a helmet
are required to take COMPLETE responsibility for the consequences
of their decision.

The problem is they don't take complete responsibility and never
will. If they get injured they will get treated for their injuries.
If they can't pay then the hospital will eat that cost and spread it
to everyone else. So, in the end, the cyclist takes responsibility
for any injuries that happened only if they can afford that
responsibility.

Just like motorists.

Way more people die or receive head injuries in motor vehicles (i.e.
cars and trucks) then on cycles. Way more people receive head injuries
falling in their bathtub than cycling. Yet only cyclists are required to
wear helmets?
