It's kind of a weird way of looking at the situation for a lot of people
but I'll try to explain it.

It is illegal to operate a motor vehicle on the public roadways. i.e.
driving a car down the road is a crime. *Unless* you have a government
issued license. Then you are allowed to commit the crime of driving down
the road and not face prosecution or punishment.

I don't agree with the government issuing licenses to commit a crime.
