I'll guess the latter.
After all, if they decided to throw away the HII into the ocean just
before going to TC, MB isn't going to send a CBS search party out to
retrieve it again. So not using it should be the same as actively
discarding it--it's gone from this game.

Of course, in S14 we have *two* HIIs. It's still possible that if both
were found, one player could toss away his HII while the other player used
his HII.
