This is still another case of a tiny child being horribly abused before
dying. It is getting hard to read about all these cases and the
similarity in them. This case is different only in that her mother, Joy
Faye Yates, was arrested shortly after the District Attorney's office was
informed that she was seen applying for a passport. This follows a plea
bargain by Anthony Tyrone Roberts, who was charged with injury to a child
and capital murder.

When 3-year-old Kaylan Broumley was brought to the hospital in February
2009, her "mother" told hospital employees that the child had fallen off a
horse. According to a Child Protective Services affidavit, Kaylan
received treatment for a brain injury, burns on both her feet and bruises
on her face, neck, ribs, back, and legs. An autopsy found the child died
from a severe brain injury.

Yates later recanted her story and told police she left Kaylan in Roberts'
care. Roberts said he shook the child and held his hands over her mouth
to keep her from crying.

This is a horror story that goes back several years. A newspaper report
published shortly after Kaylan's death shows a string of abuses beginning
in 2005. Extract from an article printed following her death: "CPS first
investigated Simmons in 2005 following allegations that Simmons physically
abused her former boyfriend's children. The allegations were later ruled
out, according to CPS documents. Two more CPS reports surfaced the
following year, alleging Simmons neglected two of her own children, but
those claims were also dismissed. In 2007, Simmons was briefly
investigated by CPS after her daughter died, though the case was dismissed
after it was determined that the child died of Sudden Infant Death
Syndrom, according to the CPS reports. In April 2007, Simmons and her
boyfriend were investigated regarding alleged sexual abuse of Kaylan,
though those allegations were also dismissed due to lack of evidence."

HOW MUCH DOES IT TAKE FOR CPS TO TAKE POSITIVE ACTION ON BEHALF OF THESE
HELPLESS CHILDREN??? We sometimes read about CPS removing custodial care
on what later turns out to be flimsy evidence, and then we see these
reports where the evidence seems to scream out for intervention.

How do these parents or guardians keep thinking they can claim the kid
'falled off something', when they have burns, serious internal injuries,
etc.? Makes you wonder how many more children are out there suffering.
It's such a hidden crime.
