The prediction that Amber Alerts would turn into tools for disgruntled
parents in custody disputes to involve the public in them has come true.
Of the last 100 Amber alerts issued across the nation 90 of them involved
parents complaining about late visitation returns of spouses or a dispute
about the time of return. In one case a mother took a child from her
father after he made his intentions to commit suicide known to her family,
you guessed it the police issued a amber alert for the mother.
I'm curious where did you get those stats? Is there an article we
could read about it?
Look at the (admittedly biased) Center for Missing kids website Amber
Alert success stories
http://www.missingkids.com/missingkids/servlet/PageServlet?LanguageCountry=en_US&PageId=2248
Nine of the first ten of their success stories involved a parent - yet
they are clearly cases where the amber alert had some justification.
The 10th invlved a babysitter.
Stanger abduction is an American boogie man. Sure, there are times it
happens, but the threats to kids are from relatives and, to a lesser
extent, caregivers and family friends.

I agree about where the heck those stats came from. States vary in their protocols for issuing an Amber Alert but most have strict guidelines. They aren't usually so eager to issue the Amber alerts when it is a parent not returning a child right away unless there are other extenuating circumstances that warn that the child is in danger. They are often critisized for that when not issuing an Amber Alert in certain cases such as errant parents and possible runaways where there's no other sign of danger.
