I heard of that project before. No doubt most people in Alaska are aware
if it -http://www.haarp.alaska.edu/haarp/status.html. Russia has a
similar installation.

Low-frequency is also interesting. I saw an article a year or so ago
about an Ohio AM radio station that experimented at 1MW... trying to
find a link to it, will post if I find it.
