Or, the first covering was what the body was first buried in, and
then the body was dug up and duct taped to help hold the parts
together, and put in the trash bag, and thrown where they found
it. The trash bag probably broke open slightly, and the bones
fell out as the bag landed in the water and sank to the bottom.
Sounds like the FBI is still trying to demonize and speculate
rather than take an honest look at what happened.
