That is the exact reason that I'm not buying this "story" just yet.
How could tape be found over the mouth, if only a skull was left?

There's certain "phases" of decomposition, the use of the word "skull"
might be technical in nature, as opposed to saying "face" if there's a
certain amount of decomp - if duct tape was over the mouth, perhaps
the mandible is intact.

Visually, I always think of a clean, bony skull the way you do in
biology class; however, I suppose you'd refer to a "skull" if
decomposition was far enough along.

I think you hit the nail on the head, that some of us (me included) think of a clean skull rather than something with some hair, maybe decomped tissue, muscle, tendons - whatever can remain after 6 months in the elements. If there is any good news, it is that such things are possibly useful for analysis.
