Well, the woman in this story had a year old child who weighed 15 pounds. Couldn't manage to extricate herself from a horrible situation for her and her child. Hard to see how the crackhead could have done much worse.

But it's a false dilemma - I don't want either one raising children. However, few serious crack addicts manage to carry a baby to full term. When they test the blood and find it positive for cocaine, they take the baby away.

But have an IQ that gives you the mind of a child? Hey, no problem.

Can you imagine the psychological outlook of, say, a 12 year old whose mother is retarded? The embarrassment, the shame? Not to mention how life works when the kid is easily able to outsmart the parent.
