New York City has a fleet of licensed, medallioned Yellow Cabs which are the only cabs allowed to pick up a hailing passenger. Livery cabs are supposed to be call-only door-to-door service. In reality, many Yellow Cabs won' go to certain neighborhoods, so livery cabs pick up people in those areas.
