SWIFTWATER, Pa. - Parts of a woman's body were found in eight trash bags scattered over a wide area in northeastern Pennsylvania, authorities said Tuesday.

The first bag was found Tuesday morning near the Mount Pocono exit of Interstate 380 by a state road worker salting the highway. More remains were found later Tuesday along Interstate 80. Authorities said at an afternoon news conference that they were not sure if all of the body was recovered.

A head was recovered along I-380, Monroe County District Attorney Dave Christine said.

SWIFTWATER - The gruesome discovery of a severed head and dismembered body discarded in trash bags along two northeastern Pennsylvania interstates launched a massive investigation that was still widening late Tuesday.

The remains of what state police describe as "a light-skinned woman" were found in eight locations in Monroe and Lackawanna counties throughout the day.

The search began after a state Department of Transportation work crew found a trash bag containing human remains in the median of Interstate 380 in Coolbaugh Township around 9 a.m., said state police Lt. Robert Bartal.
The victim has not been identified. An autopsy is scheduled for today at 9 a.m. at Lehigh Valley Medical Center.

"At this point, we believe it's a light-skinned female, but we're not positive on the female portion of it," Bartal said. "We found several locations that had similar bags with various body parts in it."

Investigators believe the remains are from a single victim. The bags were found in Coolbaugh, Pocono, Tobyhanna and Stroud townships in Monroe County, and Covington Township, Lackawanna County.

"At this point, we are not comfortable we have found all the pieces," Bartal said. "We have certainly conducted a search of Interstate 80 in Monroe, Carbon, Luzerne and Columbia counties. Again, could something be dumped down the side? Certainly. We have secured all the scenes and had troopers check other sites."

State police at Swiftwater are leading the investigation, which has been joined by the Monroe and Lackawanna County district attorneys offices and several municipal departments.

The bag discovered in Covington Township was found just north of the Lackawanna County line, a few miles from the Moscow/Daleville exit on Interstate 380.

"There was one main area of the body found here, with some smaller items," said Lackawanna County District Attorney Andy Jarbola, who declined to elaborate.

In Monroe County, District Attorney E. David Christine said he observed state police retrieve the head of an adult female.

About 20 state troopers canvassed a 15-mile radius along Interstate 380 and a 5-mile radius along Interstate 80 for several hours. They uncovered five disposal sites along the northbound lanes of Interstate 380 as well as the eastbound and westbound lanes of Interstate 80, where police closed sections of the roadway.
Some of the bags were easily visible from the highway, Bartal said.

"Certainly if you were out there, you could notice it," he said.

While shocking, the dumping of human remains along interstates is not unprecedented, Bartal said.

"We've had a couple of cases especially with Interstate 80 over the last 20 years or so where body parts or bodies have been dumped," he said. "I can't remember anything recently."
