SPRINGFIELD -- After Rowan Ford of Stella was found raped and murdered
last week, some people wondered whether anyone had raised concerns
about possible abuse of the 9-year-old girl before she disappeared.
Documents made public by the Missouri Department of Social Services on

A DSS worker had contact with Rowan's family in March 2000 and reported
some hygiene problems with Rowan and her sisters. Other than that, the
worker found the family was fine. At the time of that investigation,
David Spears was not in the home. Spears is now one of two men charged
with raping and killing her. The other is Spears' friend Chris
Collings.

I wonder how it was determined the family was fine if no contact was had
with Rowan's family since March 2000.

I'm horrendously bored this evening ...
There are 2 reports-both for chronic lice. I'm assuming one was for her
older sister(2000)as it speaks of Adam(whoever the hell he is) as having
to walk 3 miles to Family Dollar for diapers for Rowan, and the second in
2006 for Rowan.

I ran Adam Chichawhatever through Family Watchdog. I didn't find an Adam,
but I did find a Steve in California(2 counts of annoying and molesting
children), which is the state they moved from.

Says Adam planned to adopt both children as father's are not involved
emotionally or financially....guess that didn't happen. There is a name
redacted, I don't know what it could be. Sometimes they show Ariane, so I
wonder if thats not her.

Where are the other 2 kids and how many last names are involved


That pdf documents looks pretty primitive considering, even in 2000, the
higher tech typewriters/computers.

The document states a couple different times Adam having bad body odor.
There was lice and poor hygiene reported in the family, but the house was
neat and clean?!?!?!? Sounds like the person doing the evaluation didn't
want to be bothered with anything.

The document also states

...family assessment services needed (unreadable) initial 30 days.
....Adam Chichanowski (name of #2)

They blank out Colleen's SSN in some of the document, but leave it in
another part (lawsuit waiting to happen). They don't even do that with
convicted murders. The document also has Chichanowski's dob and SSN (HUGE
HUGE legal no-no) Huge law suit waiting to happen.

This is also what I get out of that document, what I could read....

Colleen and Adam don't own a vehicle.
Adam walks to school to pick up Rowan when she has to be sent home.
Unreadable ( A? ) has to walk three miles to Dollar General Store to get
Diapers for "B"
Adam (#2) has bad body odor.
Reporter suspects household has hygiene problems.
Reporter says Colleen (#1) and Adam (#2) use dog shampoo to treat head
lice.
Reporter states family's expectations of child may be unrealistic.
Adam is unemployed and primary caregiver.
Reporter feels family is not intentionally neglectful.
Family recently relocated from California. Extended family in Eastern
part of US, Michigan, New York, Pennsylvania
Colleen's oldest daughter planning to move to area from New York.
School officials feel family need some assistance in receiving appropriate
services.
Adam does not have a valid driver's license.
Adam plans to adopt both (?) and Rowan afer some time......
Home is sparsely furnished but neat and clean...

Reporter states family working diligently to rectify problem?? There is
nothing, NOTHING in that doc stating the family is working diligently, and
unless there is another doc that's not being shown, it doesn't show any
more contact after 3/2000.

***Later in the document (dated 1/18/2006) it mentions David Spears. What
the heck happened to Adam??....

Chronic head lice reported in 2006, Rowan has five absences due to head
lice. Reporters think parents are not cleaning the environment. (what
happened to the previous reporter stating the house was clean?)

Child neglect reported 1/18/2006, poor hygiene. Chronic head lice.

Reporter states girl goes to elementary and the 16-year-old goes to high
school.

No behavior problems with Rowen.

Rowen shows up at the nurse at school with monthly head lice problems.

Reporter states children observed to be clean. Living conditions to be
clean. No vermin infestations.

"Observed family strengths: Family has bonded to each other. Good
communication skills observed. Parentrs working to bring home an income
to meet the needs of the fmialhy. Children in school and are are
appropriate....."

There isn't a whole lot in the document other than "symptoms" which don't
always mean the end result is going to be what happened. But there are
faded warning signs and the mom, I don't care how downtrodden she seems to
be, needs to be investigated and charged also.

I'm curious as to their background in California, why they moved to
Missouri.

Agreed. Some names are redacted some places and others are not. The first
one also says Adam walks 3 miles to get diapers for Rowan, so I think the
first one must've been either Ariana or one of the boys. Someone on another
board gave me this link-lists all the kids-

I don't know all the ages,but in 2000 one of the girls was living (on her
own?)in New York,and was moving back.

I'm going to copy my post from the research we did on addresses from over
there:

The first DFS call,which I assume was for Ariana because Rowan was still
diapers was at 914 N Lincoln in Neosho.

Earliest record I could find of David Spears living at 777 Grove was 2003,
but it doesn't mean he wasn't there longer than that.
