I'm guessing that in his 13 years in prison, he received no sexual
offender treatment. Perhaps if he'd received treatment for his sick
impulses, he wouldn't have re-offended.

People don't rape others because they are sick, they do it because
they are immoral. There is no cure for immoral behavior.

Modern sex offender treatment programs acheive success rates of around
sixty percent.

That may be because they select offenders unlikely to reoffend. It's called
biasing the sample and it's done frequently in the
scientific-study-for-grant-money world.

Select the right test subjects, eliminate the bad test subjects, and your
success rate is bound to go up, along with your grant money.

Which isn't great, but its better than nothing. You can teach *some*
offenders to understand the pain they inflict, and give them strategies
for not acting on their impulses.

And guess what: you can teach morality.

You mean, like feeling guilty and accepting punishment for your crimes? If you
get cured to that degree, I don't suppose you'd want to get out of prison early.

If you were right, then recidivism rates would be 100%, and we would
give all offenders life sentences. That some people commit a terrible
crime, once, and never again, proves you are wrong. People can learn,
they can change; not all of 'em, but some.

It's not about judging people, it's about justice. You do something worth 35
years, how about you serve them?

Maybe you should draw your lessons from real life, instead of from
Dirty Harry movies.
