Its not like they're coming over and immediately applying for welfare.
They work, and hard, but by necessity its usually under the table, so
no taxes get paid. They don't own real property either, so their0000
contribution is limited to the sales tax they pay, which hardly even
covers the wear they contribute to the roads. It certainly doesn't
cover public school or visits to the emergency room they can't pay for.

income tax withholding on wages of nonresident alien employees using a new
procedure. Under this procedure, the employer adds an amount to the
employee's wages solely for the purpose of calculating the amount to
