the Royal Family's Plan B was that instead of Queen she called be

masses. It's all PR.
But the difference is that Camilla has lots of titles to choose from
now. She could have used Countess of Chester, if she had thought that
the title of Duchess sounded too grand. However, all these titles will
merge in the crown when Charles succeeds to the throne. Thus, as
Christopher pointed out, for her to be called anything else than
Queen, there needs to be an Act of Parliament conferring another title
upon her.
Although this happening in some realms, but not in others would be
entirely practicable. It would simply mean that she would have to be
styled Queen [Consort] in some of the realms, while she would have the
opportunity to go by something else in others.
