Actually this proves your point in the other direction.  Ford *was*
elected, by a majority of each house of Congress. He is the only Vice
President since the passage of the Twelfth Amendment (1804) who ever
was chosen for his own merits, and not as a tag-along to the
Presidential candidate.

This might be nit-picking, but what of Col. Richard Mentor Johnson of
Kentucky, a one term vice-president from 1837-1841 whose sole claim to
fame was that he was elected by the Senate? It went to the Senate
when Virginia's 23 presidential electors refused to vote for him as
vice-president---and that denied him a majority.
