Very simple. The laws in question exclude matters relating to the
succession because that is a matter for ALL the Commonwealth realms,
not just the UK.
In terms of one of the most important realms, the 1982 Canadian
constitution requires the unanimous approval of every single
legislature in that country. Including Quebec, which will not even
consider taking part in the approval process according to the
requirements of a constitution it has not passed into its own laws. So
the whole shabang falls flat there.
You can discuss this issue till the cows come home. But it ain't going
to fly.
Are the Crowns of the several Commonwealth countries are absolutely
separate? We discussed some time ago whether the Queen is Queen of
Canada because she is Queen of England and that seems to be the case.
In any event, is the UK to be bound in its law-making by the fact that
Canadian provinces cannot get along? If such changes would be
beneficial, let us make them and take the inherent risks rather than
look for excuses for an increasingly unsatisfactory status quo.
But isn't the intention of your constitution, indeed the intention of
most federal constitutions, that if the consituent units of the state
