Well I suppose the scenario would pan out like this. She would summon
the Prime Minister as representative of the State and tell him she
wished to sell the Crown. The Prime Minister would respectfully tell
her that she didn't own it and that the Government did not think it
should be sold. This would be Prime Ministerial advice and under the
Constitutional Monarchy, the Queen would be obliged to take it.

I suspect you are correct but it really begs the question of the value
of the object. What if the PM (perhaps anxious to curry royal favour
in the impending "hung parliament") said "Yes Ma'am, by all means, and
throw in the orb and sceptre for the heck of it."?
