Actually he holds two titles at once:
Patriarch of Babylonia and Archbishop of Baghdad.
The former title represents being the head of the entire Chaldean Rite,
the latter direct headship of the archdiocese in the capital.
He has an Auxiliary Bishop in each of these capacities...
he had served his predecessor as the Auxiliary to the Patriarch.
He had actually retired when his predecessor died,but after the
Bishops of the Chaldean Rite were unable to choose a new Patriarch
while meeting in Baghdad,the Pope called them to Rome to continue
the electoral process and they chose the aging retired auxiliary.
