Well, Stephen didn't mention which states he thought were not worth
visiting, was he? :-) I don't want a war on this, but surely he must
be allowed to say he find some states more interesting than others? It
is a subjective matter anyway, and such a comment might say as much
about the opinion holder's own interests as it says about the state in
question. I can't really see anything "extremely offensive" in what
what he wrote.

I don't want a war either, so we agree on that. :-) But I will try
to answer your question.

Consider an analogy: "He decided to visit each country in the EU --
though many are not worth it." Would you really not find it insulting
to say that some EU countries are not worth visiting?

To say that some states are more interesting than others is obviously
true and unexceptionable. To say that some are not worth visiting is
different and insulting to the (unnamed) states concerned. It's also
false -- any state has some features of interest.
