The Pope still has the authority and always will. Just hasn't been used
in awhile. Jesus said "All power in Heaven and earth has been given Me,
and you are Peter the rock upon which I will build My Church. Whatever
you losen will be losened and whatever you bind will be bound".

The Pope, the Vicar of Christ, the successor of St Peter is supreme over
all the rulers and peoples of the world regardless of whether they
acknowledge him as such or not!
