Enquiry-International Commission for Nobility and Royalty?

I have become aware of an organisation, the International Commission
for Nobility and Royalty, which was mentioned on another related
discussion board. It has a website at: http://www.nobility-royalty.com/
Does anyone know anything about it?? It seems its prime function is to
provide certifications of titles, but there is no naming of who the
officers are. The website is VERY strange, with an elaborate
explanation of why the people are kept anonymous, with a requirement to
agree to a particular legal contract and fill in numerous forms before
sending a message.
