The British Crown was declared an Imperial one during the reign of
Henry VIII (or was it Elizabeth), so from Victoria to George VI the
British sovereigns held "double Imperial" titles. Perhaps the former is
best illustrated in the diplomatic documents, correspondence and
credentials in use with Eastern potentates such as the Sultan of
Turkey, Khedive of Egypt and Shah of Persia. The title used for British
sovereigns was "Padshah" (Emperor) long before Victoria assumed the
title of "Empress of India".

were they really Emperors or Empresses of anything other than India?

Well, you didn't ask if there was anybody who held the title of Emperor
twice, you asked "has there ever been another person to hold two
imperial titles".

The Persian title for Emperor is "Padshah", that was the word used for
the British sovereigns as Emperors of India after 1870. It was also the
title used for them as British sovereigns, well before that date.
