Not quite.
He only accepted the post of Head of State 19th August 1975, and
returned to the capital on 9th September 1975. He was arrested and
placed in confinement within the Khemarin Palace, 2nd April 1976.

He became Presidendt of GCKD 22nd June 1982, then President of the
Supreme National Council 17th July 1991, and was declared as the only
legal and legitimate Head of the State of Cambodia since 3rd April 1960
with the titles of President of the Supreme National Council and Head
of the State of Cambodia 14th November 1991.

He was already deposed as Head of State on 18th March 1968. Someone has
obviously mistaken May for March.
There are great difficulties over his exact status as "Head of State"
before this period, because when he first assumed his position he
declared that it was for "external purposes". His mother was granted
precedence over him as of 18th August 1960. She was only deprived of
her position when the Khmer Republic was declared, two years after
Sihanouk's deposition, on 9th October 1970.
