The Brazilian Government can be bound by any convention. I'm bound by
the legislation in force, including any legislation in force to give
effect to that convention. And the law in force allows for quotation.
The protection of copyright is not the same everywhere.
My understanding is that I made a quotation because I used quotes in
the beggining and the end of the text, indicated the source, etc.
Even if I were to republish in a daily or periodic newspaper, a notice
or informative article, already published in another daily or periodic
newspaper, the republishing would still NOT constitute a violation of
copyright under Brazilian Law, as long as I provided the name of the
Author/writer as well as the indication of the source. This is allowed
under article 46, section I of the above mentioned statute.
Again, the law is not the same everywhere, and I complied with the one
that binds me.
