Last March, iirc, Lichtenstein voted to give the sovereign prince broad
powers, including the right to veto bills, dismiss the Government, and adopt
emergency laws. The new constitution also allows for a future referendum to
abolish the monarchy.
As noted by another poster, Monaco's sovereign prince also rules with near
absolute power.
However, among the larger monarchies of Europe, I would think that the king
of Spain has the most power in the actual running of his country.
