Would it? Many states (mine, for example) have sales and income taxes.
The Federal government has income and various excise taxes (firearms,
alcohol, tobacco, I think computers too--and lots more).

I find it highly optimistic to think that it'd limit itself to a single
VAT rather than add a VAT to its bag of tricks. If nothing else,
there's the tax-agent and tax-preparer lobbies to consider.
