Interesting. In the UK, as you suggest, it only ever applied to
members of the Privy Council anyway. Which is the cue for a whole
lot of bad jokes about Her Majesty's lavatorial arrangements (which
are somewhat singular - the old Wembley Stadium had a loo reserved
for the sole use of Her Majesty).
