Yes, the angular momentum, mass and electric charge are detectable from
outside the singularity.
Depending on whether it exists at all - since it requires the existence of
magnetic monopoles, and this is unproven - magnetic charge would also be
detectable.
(Look ma, I've been reading Wonkypedia again. It started with wondering what
Hawking Radiation was, and I got sucked in for a few hours of fascinated
clicking and reading.)
