That's exceeding poor, even for US gallons.
As far as I know, this is a simple average of every model available for
sale in the United States, from the hybrids and turbodiesels (40-50+
miles per US gallon) all the way down to the Hummer H2 (8 mpg). It is
not weighted by vehicle sales. I used to be able to find a number for
the fleet average - the average of _all_ the cars that are actually on
the road - but it eluded me this time. I feel fairly safe in saying
that the fleet average is worse.
Most cars in the rest of the world average about 40 mpg(Imp),
33 mpg(US). Newer small cars at 55mph tend to return about 50-60
mpg(Imp).
The best-selling vehicle in the United States for the last 20+ years has
been the Ford F-150 pickup truck. A 2008 F-150, developing 300 hp (220
kW) from a 5.4 liter engine, with automatic transmission, is rated by
EPA.gov at 14 miles to the United States gallon of gasoline. (Or, 16.8
liters per 100 km, or even 5.95 km/liter.)
Add another 10mpg for a diesel.
FAPP, diesel passenger cars do not exist in the United States. They are
sold by VW, but at a relatively tiny sales volume. (Diesels *are*
popular in the larger pickup trucks, and in commercial truck chassis.
Over-the-road semi-trucks use nothing but diesels.)
