Fair enough. I can't prove anything. I still reckon it's a better

Italy gets it right, in that the number does not change when dialling from abroad (except that the caller must add +39, of course).
Landline: +39 0123 456789
Cellular: +39 312 4567890
Both numbers are entirely fictional, and may violate any and all standards for such things. I can think of several exceptions to the format, too.
The 0 stays in front of the landline number even when dialling from abroad, and cellular/mobile numbers never have a 0, even when dialling from within Italy. So far, cellular/mobile prefixes all start with a 3, but I suppose this could change in the future.
The fact that this arrangement is unique in my experience and tends to confuse people only adds to its charm and attraction.
