Mostly because Bicycles are legally regarded as some kind of slow,
under-armored automobile rather than an enhanced pedestrian. Bicycles
are frequently forbidden to use sidewalks (uk: pavements) as
thoroughfares and are instead consigned to the gutter. The only time a
bicycle is likely to encounter a pedestrian is if said pedestrian is
standing in the gutter trying to get a jump on crossing a street against
the lights, or has invaded the few marked bike pathways in a park
setting. In no case is said pedestrian going to react in the obviously
correct way.
