The problem with that is you're then leaving it to election officials to
decide where to draw the line with nearly-illegible scrawls, with
attendant "disability discrimination" and "discrimination against people
who were taught a different style of handwriting" scandals.
How that might lead to vote-rigging (even if the election official can't
see the vote itself) is an exercise for the reader.
