Random strings are useful for passwords because they are hard to remember??
I don't think so.

I guess this is a throwback to the kind of serious institution where user access was governed by lock and key, and passwords were something kept in plastic capsules locked in safes. In that set up, having passwords people can memorise is frowned upon.
