"Neighbor" already is English, and does mean "the guy who happens to
live next door".

"Neighbour".meaning[2007] is not entirely equal to
"Neighbour".meaning[1611], though. Besides, the word had to be
translated somehow. The translators could have filled the entire King
James Bible with nonce-transcriptions direct from dialectal Aramaic, but
that would have made the exercise a complete waste of time, seeing that
the intent was to translate the Bible into the language of the English
people. One could, of course, argue that someone who needs the
translation because he does not speak the original language is a filthy
foreigner, and therefore not worthy enough to hear the message of the
scriptures anyway, but that goes directly counter to the very passage
under discussion.
