Well, I probably wouldn't have translated rei'a as neighbot, but yes.
For the proper translation of "neighbour" from the original Hebrew,
through Aramaic, Koine Greek, and Latin, into English, see the parable
of the Good Samaritan, which he told precisely to clear up that point.
(It doesn't mean "the guy who happens to live next door".)
