I don't think the first one is a waste.

I rather doubt that anybody would disagree violently with that
assessment. If they're in the former group, you'd probably get a very
long queue to pull the trigger; if they're in the latter, you could
argue the point for the first offence.

We had a deliberately lit fire on the edge of out of town last Saturday
night, 35 CFA units worked on it.

Ouch. The hard part is finding the SOB responsible for it, alas.
