The "shaved in a barber shop" clause could have a number of different
motivations. Barber shops may at the time and place have been places
in which idlers and neer-do-wells typically congregated; the school
board may have thought that a teacher who paid someone else to shave
him was wasteful of his money, and hence not of sufficiently good
