I never assume they want a technical explanation. They want a story.
So I say things like "well, router1 got the shits with router 2, and
wouldn't give it the config updates. So when the packets came along
router2 grabbed them and dropped them in the bit bucket in revenge".
That explanation sufficed. And I didn't have to explain anything
about router tables, ARP, BGP or anything else even vaguely technical.
