Are you disabling Call Waiting?
I have a Vonage VoIP line and I use the FxsClnt.exe application that comes
with XP (SP2) - Start, Programs, Accessories, Communications, Fax - no
problems sending or receiving faxes.
I have a Dell Latitude D600 with a Connexant D480 MDC V.92 Modem - it's on
COM3 and the driver is from Conexant and dated 05/03/2005; version 7.23.1.0.
Maximum port speed is set to 115,200, and the "wait for dial tone box" is
checked - no special settings.

and do you have a regular telephone company phone line or possibly some
sort of voice over internet phone like from your cable company, vonage,
voicewing, etc. the voip lines are almost universally unable to reliably
transmit or receive faxes.

It's one of the drivers I downloaded and installed when I reformatted
the 420 with XP
Yes, I know a standalone fax machine would be better but this method of
sending and receiving
faxes meets my needs (when it works!) :)

I've been having problems receiving faxes (but also have success in
receiving faxes) since getting my XPS 420 last month. I'm using the
MS Fax software that comes with XP. I'm running SP3. Modem is
Conexant D850 PCI V.92. Are there any settings (initialization
strings maybe?) that I can change? I just lowered the receive buffer
in the "advanced settings for Com 3" dialog box. It's says "lower
settings correct connection problems". The failures consist of no
pages being received to partial transmissions. This simple fax
software has been all I've needed and has worked great for years.

You using the WinXP native driver or the Dell XP driver for the modem?
A standalone fax/printer would be preferable, but that's not what you
asked.
