Any chance you've done the most simple thing which would be to attempt a
system restore back to a date before the infection?
Chances are it won't work anyway given some of the symptoms you're seeing
but it certainly won't hurt it beyond what you've already got.
i think stews advice is sound... first try the system restore
(start-allprograms-accessories-systemtools-systemrestore) to some point in
time prior to the incident) to see if that works, otherwise back you your
data and try the dell recovery partition to reset the machine to factory
new. but just to put this in perspective, i am not so quick to conclude
that whatever was done was intentional evil. i know universities and other
organizations that force changes to a system that tries to connect to their
wireless network - for example if they do not like the antivirus software
that you have they may uninstall it and install their own in an effort to
protect themselves. i do think it is wrong that these actions are down
without consent of the user but also understand that to script for every
possible scenario is very time consuming and it is the user that connected
to the open wireless connection and not the other way around. and if you
interrupt the installation process who knows what state windows is left in,
which may be the problem in your case. if you want to try to learn from
this experience i think the lesson here is that you may want to consider
doing your day to day activities in a restricted account, and only log on
with an account that has administrative rights when you need to install
something.
