The main difference between the older Student and Teacher and Home and
Student editions is that the Student and Teacher edition included Outlook
and the Home and Student edition includes One Note. Licensing on the older
edition was still very flexible and extended far beyond being a student or
teacher. As long as the household contained a student or teacher, the
household qualified. It took a very long statement of qualifications.
Perhaps with Office 2007 Microsoft decided to bow to the inevitable and
simplify the license.

The question is a bit confusing, because the Microsoft Web site
http://office.microsoft.com/en-us/suites/default.aspx does not list a
"Student and Teacher" version of Office 2007 Pro. There is an Office Home
and Student 2007 version, but that is not "Pro" (Home and Student has only
Word, Excel, PowerPoint, and OneNote). The "Home and Student" version is
evidently the 2007 equivalent of the older "Student and Teacher" versions.
There is no longer a requirement that one be a student or a teacher to
have a valid license for this version.
The Office Home and Student 2007 box states "Licensed for 3 PC's: not for
use in any commercial, nonprofit, or revenue-generating business
activities, or by any government organization."
So if the OP was really asking about Office Home and Student 2007, the
answer is definitely yes, since her brother is presumably not going to use
it for commercial purposes.
