You don't mention what version of Windows, but this should work for most versions.
Right-click on an empty part of the taskbar and choose properties.
Make sure the 'Lock Toolbar' is not checked.
You should now be able to click on an empty portion of the task bar ad simply drag it to whatever side, top, or bottom of the screen.

I seem to remember having a situation where for some reason the entire START Key and taskbar was moved to the right side of my screen.
The only way I could get it back to normal setup was using a sledgehammer in the name of System Restore.
But then I found a key combination that did it. Well it happened to a friend of mine and I can't seem to find that key combination. Does anyone know?
