Thank you for posting this. I have this problem with my Latitude
D520, and I know a few others that have posted here have had this
problem. One benefit of having the problem though is that I found a
great utility for changing resolutions which is handy when my
computer's connected to my HDTV.
I had the same problem about 2 months ago with XP but don't ask me how
I solved it :( . One of my biggest gripes with myself is I can't
always tell others what I did.
I still have the same problem on my XP installation when going into and
out of hibernate.

I promise if I ever recall or resolve the same problem I will document
it for others' benefit. It bugs me that I can't recall what I did to
make it work because I saw many on Google who seem to have the same
problem and with no answers. It was perseverance and luck that solved
it for me.
Off the top of my head if I didn't post this already is to reboot and
if that doesn't work, use a restore point and then check the
registry. Of course if you have a backup to a previous good state,
that would work too or if you have no problem with this and can't
stand the annoyance, reinstall the OS (I don't recommend this but it
will work). I recall I tried to go into safe mode but that didn't
help me at the time because I think it happened even in safe mode on
my system. :(
