How to get XP?

What are the best (legal) ways to get a new desktop machine with XP Pro for personal use? Dell seems to offer this only on their business machines. I am going to be buying a machine for my wife, and one of the non-negotiables is that it have XP, not Vista. I wouldn't mind spending $1k or so for an Optiplex if that is the best route. Don't suggest Mac or Linux--she would not go for either of those solutions. The machine will not be used for gaming, so high end video is not a requirement.
