while the phone is up or do both go down together?

Yes, it can. And no, it won't necessarily track with whether or not your
phones are working, unless of course someone slices the lines by mistake.

The phone company (or should I say, the phone company around these
parts--Verizon) appears to work hard at keeping basic telephone service
working at all times. If anything, I think it's safe to say that people
*expect* telephones to work properly nearly all the time. It is a matter of
safety as well.
